Carrying Legally in Other States
Like all state-issued Permits to Carry a Firearm, the Minnesota Permit is recognized and honored in a number of other states.
As of February 2009, our permit is honored in 21 states (including Minnesota):
Alaska, Arizona, Arkansas, Idaho, Indiana, Kansas*, Kentucky, Louisiana, Minnesota, Michigan*, Mississippi, Missouri,
Montana, Nebraska, New Mexico, Oklahoma, South Dakota, Tennessee, Utah, Vermont, and Virginia.

Carrying Legally in More States
If you’d like to legally carry in more states than those that honor the Minnesota permit, your best options are to consider
applying for permits from New Hampshire (which adds 7 more states beyond the Minnesota permit), Pennsylvania (which
adds 6 more states beyond the Minnesota Permit), Florida (which adds 11 more states) and/or Utah (which also adds 11
more states). Below, we’ve shown which states can be added with those additional permits, along with a short explanation of
what it takes to apply for those permits.
Note that the matrix below shows the states that you’ll add beyond those that recognize the Minnesota Permit. For a full list of

Applying for a New Hampshire Permit
Why We Like It: For the same cost as a Minnesota permit (but no additional training required) we add 7 additional states; in
particular, it adds the neighboring state of North Dakota.
Training: New Hampshire accepts proof of training with a copy of your Minnesota permit.

Permit is Good For: 4 Years
Applying for a Pennsylvania Permit
Why We Like It: For only $26, the Pennsylvania permit also gives us North Dakota, as well as Texas.
Training: Pennsylvania accepts proof of training with a copy of your Minnesota permit.
Download Application: In theory, non-residents should be able to apply to any Pennsylvania sheriff, but many sheriffs refuse to
honor out of state permit requests. We’d suggest you go through Sheriff Denny Nau of Centre County who makes the process

Pennsylvania Non-Resident Permit Application
Contents of Application Packet Must Include:
- A photo copy, front and back, of your Minnesota Permit.
- A photocopy of your drivers license.
- A self addressed, stamped envelope.
Application Fee: $26
Permit is Good For: 5 Years
Applying for a Florida Permit
Why We Like It: It’s valid for 7 years, and adds several more states beyond New Hampshire or Pennsylvania.
Training: Florida accepts “completion of any firearms training or safety course conducted by a state-certified or NRA certified
instructor”, which should include a certificate signed by your Minnesota instructor, but to be on the safe side, if your instructor is
also an NRA certified instructor, have them include their instructor number on your certificate. In addition, training requirements
are met if you submit a copy of your DD-214 if you are a veteran, or a copy of your Military ID if you are currently on active duty; or
you may submit a certificate from any NRA course.

Contents of Application Packet Must Include:
- Passport style, color photograph.
- Completed fingerprint card (must be the card that was included in the Florida application packet). Most local law
enforcement will provide fingerprinting for a small fee.
- Proof of training (see above).
Application Fee: $117
Permit Good For: 7 Years
Applying for a Utah Permit
Why We Like It: The Utah permit adds the same number of additional states as Florida, at less than half the cost. The only
drawbacks versus Florida, are that you’ll need to attend (and pay for) a Utah specific course, and it’s good for 5 years versus 7.
You’ll also lose Florida, but you’ll gain Washington state.
Training: This permit does require that you attend a Utah specific class, taught by an instructor certified by the Utah Bureau of
Criminal Identification. Most Minnesota instructors certified by the Utah BCI to teach the Utah course will usually teach it as an
addendum to their Minnesota courses for a small fee.

Contents of Application Packet Must Include:
- Photocopy of your drivers license.
- Passport style, color photograph.
- Completed fingerprint card (must be a blue and white FBI fingerprint card). Most local law enforcement will provide
fingerprinting for a small fee.
- Proof of training (see above).
Application Fee: $65.25
Permit is Good For: 5 Years

In addition, prior to carrying in any state other than Minnesota, it is YOUR RESPONSIBILITY to check with the controlling authority of that state to get up-to-date information. Finally, you MUST follow the permit to carry rules in the state you are visiting. For example, if they require you to carry concealed, it doesn’t matter that it is not a requirement in Minnesota.
